The major goal of Yasser Arafat and the PLO is the liberation of Palestine by means of armed struggle. It was founded in 1964 and Israeli civilians were usually the targets of its violence. The PLO was considered to be a terrorist organization by the United States and Israel until the Madrid Conference in 1991.
