When pH < 7 the solution is acidic 
When pH = 7 the solution is neutral 
When pH > 7 the solution is basic

A water solution whose pH is 4 is always acidic. Acidic pH is always less than 7, that of greater than 7 is basic. The solution with  pH of 7 is called a neutral solution. pH is a measure of H+ concentration hence the acidic solutions have more H+ concentration
