=> Another line (y = a'x + b) that is perpendicular with this line, must has slope a', that satisfies: a' x (5/2) = -1 => a' = -2/5

=> y = (-2/5)x + b

This line passes (5, -4), then we have:

-4 = (-2/5)*5 + b => -4 = -2 + b => b = -2

=> Solution is y = (-2/5)x -2
