It’s the second one. The symbol means “less than or equal to,” so it would be a closed circle with the arrow pointing to everything less than -1

Second one , when graphing a linear inequality on a number line, use an open circle for "less than" or "greater than". And a closed circle for "less than or equal to" or "greater than or equal to". Since the arrow is pointing n < -1 it means less than. If it was pointing n > -1 it would be greater than
