you need to find the common number for both numerator and denominator to multiply to 
in this case the answer is D
where by multiplying 8 and 3 by 9 gives us 72/27

Here, you have to find the number, so you multiply that with both numerator and denominator, gives the result from your option.

Among the options, only D can be your answer, when you multiply "9" to both numerator & denominator
8 * 9 / 3 * 9 = 72 / 27 = option D
