This could be the Tribute System.

The Aztecs imposed a system, the Tribute System, where the conquered people would have to give items, land, or military service to the Aztecs. The Mayans never had a system like this.

So, an answer could be that Aztec civilization was built off of The Tribute system, while the Mayans did not.
