Why is fact alone not enough to avoid accusations of plagiarism??

If the fact is not common knowledge, and reused without quotations, it can be classified as plagiarism. However, one fact is not enough support for a claim, but using quotes and source citing, or paraphrasing are required for any writing to credit the original author, and avoid plagiarism.
