−7x + y = −23

from the second we can find:

y=7x-23

Now using this value of y in the first equation you have:

14x-2(7x-23)=46

14x-14x-46=46  which is always true meaning that there are infinitely many solutions.

Basically both equations describe the same line so every point on the line is a solution...
