Salt at higher concentrated levels causes soil aggregates to break down, collapsing soil pores and reducing movement of air and water, thus causing less water infiltration and increased erosion. All of this creates a surface above the soil and once it dies it creates a crust like blockade, keeping saplings from breaking through. This also basically suffocates the plants already living there.
