The 17th amendment established that US Senators are to be elected by popular vote in each state, overturning the procedure of state legislatures electing them. The major problem this amendment attempted to solve was corruption. It was widely believed that Senate seats often went to the highest bidder or the candidate who could most aptly influence state legislators.
