The equation has same slope as y = -3x + 4   so it will have slope m = -3.

Use the point-slope form:-

y - y1 = -3(x - x1)

x1 = -2 and y1 = 3:-

y - 3 = -3(x - -2)
y - 3 = -3x - 6

y = -3x - 3  is the answer
